Anna Rybicki was born in Ann Arbor, Michigan and was raised in Cedar Rapids, Iowa. Ms. Rybicki attended Illinois Wesleyan University, earning a Bachelor of Arts degree in philosophy and a Bachelor of Music degree in vocal music performance, magna cum laude, in 2000. She graduated from the University of Michigan Law School in 2003. Following law school, Ms. Rybicki completed a two-year clerkship with Michael J. Melloy, Judge for the U.S. Court of Appeals for the Eighth Circuit.

Ms. Rybicki is admitted to practice in Iowa, Illinois, the Northern and Southern Districts of Iowa, and the U.S. Court of Appeals for the Eighth Circuit. She is a member of the American Bar Association, the Iowa State Bar Association (District Representative, Executive Board, Young Lawyers Division, 2007-2009; member, Law Related Education Committee) , the Illinois State Bar Association, the Linn County Bar Association (member, Juvenile Law Committee; member, Donation Committee), Linn Law Club (vice president 2006-2007), Member, Board of Directors, Legion Arts, Inc., Member, Board of Directors, Aging Services, Inc. (member, Public Relations Committee), and the Iowa Trial Lawyers Association. She also serves as a district representative on the Executive Board of the Iowa State Bar Association's Young Lawyers Division.
